General guidance for beginners, not a pro build
Big magic penetration, higher against targets with high magic defense. The answer to enemies stacking magic defense.
Situational: buy it when the conditions below apply
Buy it when
- The enemy starts buying Athena's Shield, Radiant Armor, or other magic defense
- The enemy has tanks
- Usually the 4th or 5th item
- The enemy has tanks or is stacking defense
Skip it when
- The enemy has no magic defense yet: percentage penetration does little
